I think you mean the effect you get when you follow a subject with your camera. It's not that easy with an SLR since you can only guess where your subject is moving to .. but if you press the shutter and follow the subject while taking the shot, the subject should stay focused and the background gets blurred (through movement) .. surely takes some practice, but actually pretty simple technique.
